ICS President Honored by Commissioner, Mayor

Independence Care System (ICS) President and CEO Rick Surpin was honored at a Gracie Mansion ceremony for his decades of fighting to ensure that New Yorkers with disabilities are able to get the services required to live independently, at home, in their communities – rather than be forced to live in institutions. Victor Calise, New York City Commissioner for the Mayor’s Office for People with Disabilities, presented the award. Mayor Bill de Blasio was on hand to congratulate Mr. Surpin and the evening’s other honorees.

Commissioner Calise lauded Surpin for his continued commitment to the disability community and his unwavering advocacy to ensure people with disabilities receive the quality care that allows them to live fulfilling lives. He also commended Surpin for developing an influential blueprint for reform of New York State’s Medicaid-funded home- and community-based managed care system prior to the State’s commitment to Medicaid Redesign.

“Rick set a model that was really what care should be—he was relentless in his pursuit,” Commissioner Calise said. “We are glad that Rick is here. He is highly deserving of the award.”

Surpin founded ICS in 2000 as a nonprofit organization dedicated to supporting low-income adults with physical disabilities to live independently, in the best possible health. ICS, which serves adults with disabilities living in Brooklyn, Manhattan, the Bronx and Queens is the only care management organization of its kind designated by the New York State Department of Health as having expertise in supporting with people with physical disabilities. Surpin is also the founder of two related nonprofit organizations, PHI and CHCA, the largest worker-owned cooperative in the United States.

Independence Care System (ICS) supports adults in New York City who live with a wide range of physical disabilities and chronic health conditions. The well-being of ICS members rests upon three pillars: mobility, health, and independence. We help our members get the services they need to live independently, in the community, rather than become confined to nursing homes or other institutions. In collaboration with our members, their families and caregivers, we advocate for the funding of essential services including homecare and personal care, wheelchairs, and other complex rehab equipment. We educate and create partnerships with healthcare providers to advance the availability of disability competent medical care. Educational and recreational offerings enrich our members’ lives and create a welcoming community for New Yorkers with disabilities and their allies. ICS mentors help members adjust to life with a disability and gain the skills to live full and vibrant lives that reflect their individual goals.
