Community Advocate Speaks Out on CDPAP Crisis in Able News

Disability advocate Marcus Johnson is calling out Governor Kathy Hochul for what he says is a systemic failure in the rollout of the new Time4Care app under the state’s CDPAP (Consumer Directed Personal Assistance Program). In his May article published in Able News, Johnson accuses the governor’s administration of negligence that has led to “fear, uncertainty, and the very real possibility of ongoing care disruptions.”
“We cannot log in to the app, caregivers aren’t getting paid, and Governor Hochul is complicit,” Johnson writes. He describes the chaos created by the app’s technical problems, including its tendency to reject hours worked after midnight, even when shifts span overnight.
The article delivers a sharp rebuke of PPL, the private company contracted to manage timekeeping, and urges immediate accountability: “These are not just ‘glitches’—they are life-altering disruptions.”
